Sahuarita General Obligation Bond Proposition 403

Background

Municipalities are permitted under Arizona law to issue general obligation bonds to help fund capital improvements. This measure would authorize a $66 million general obligation bond issue for new community and infrastructure projects to fulfill projected community enhancement and safety needs. The mayor and town council of Sahuarita have pledged another $10 million from the general fund, in addition to the $66 million from bond revenues, for a total investment of $76 million to improve the quality of life in Sahuarita. General obligation bonds usually take 20-30 years to pay back.

Since its incorporation in 1994, Sahuarita has seen a 1900% growth rate and presently has a population of 34,000, with a median income of $97,133 and a median age of 37.1. The town has many planned communities with private recreational facilities managed by homeowner associations (HOAs). However, over the years, some facilities have deteriorated, become overcrowded, or are below standard for serving residents. Furthermore, such facilities are only open to HOA members, not the general public. The town council’s planned Multigenerational Recreation Center would be open to the general public and HOA members. Proposition 403 is the first general obligation bond the town council has put forward to taxpayers.

Provisions

Besides the new Recreation Center, additional construction projects would include improvements to the ball fields at Anamax Park, expansion of police headquarters, a public works maintenance building, and a sports court complex. Renovation of the Town Hall, development of recreational trails, and a contingency fund for the program are also part of the package. They have a projected timeline for completion through 2034. The estimated average annual bond tax rate per $100 of assessed valuation is $0.885. The tax increase for an average home with an assessed value of $232,000 would be $17.12 per month, or $205.44 a year. Different rates apply for commercial and agricultural property.
