How To Vote By Mail
Arizonans have been voting by mail for over 20 years. It’s the way over 80% of us choose to cast our ballot. It’s a quick and easy way to vote. And there are plenty of safeguards in place to make sure the system is secure. (More on that later.)
If you are planning to vote by mail only in the next election, you can obtain a one-time ballot from the Pima County Recorder. There are several ways to do this.
If you only want a mail ballot for the next election, you can obtain a one-time ballot from the Pima County Recorder. The ballot request period starts 90 days before Election Day. It ends 11 days before Election Day
There are several ways to request a one-time ballot:
- By phone. Call the Pima County Recorder’s Office at (520) 724-4330.
- Online at https://www.recorder.pima.gov/BallotByMail

If you want a mail ballot for every election you can join the Active Early Voting List (AEVL). You will automatically receive a ballot in the mail for every election you are eligible to vote in. You can register on AEVL two ways:
- Online, by updating your registration at Service Arizona. You will need an Arizona Driver License or State ID to use the online service. It’s a bit confusing at first because it is the same place you go to register to vote for the first time. But don’t worry, it is also the place to update an existing registration. - By Mail, using the form you download here…
Ballots are mailed approximately 29 days before the election. You will receive an Early Ballot Package in the mail. There are several steps to voting by mail, and it is important that you do them correctly so your vote will be counted. Let’s go through the process…
- You will receive an Early Ballot Package that includes your ballot, a white affidavit envelope, a yellow postage-paid mailing envelope and an instruction sheet.
- Mark your ballot according to the instructions and use the appropriate type of pen. You do not have to vote for every office.
- Place you completed ballot inside the white affidavit envelope, seal it, and sign it. Your ballot will not be counted unless you do this step.
- Now place the white affidavit envelope inside the larger yellow envelope and seal it.
- Return the yellow envelope by mail–no postage is necessary–or drop if off at a Vote Center or drop box.
- Ballots must be received by 7pm on Election Day!
- If you mail it, leave plenty of time for the Post Office to deliver it.

But Is It Safe To Vote By Mail?
There were many accusation of voting irregularities and fraud in the 2020 and 2022 elections. Voting By Mail was a target of allegations of fraud. None of those allegations have ben substantiated. There is a reason for that. The system is very secure.
